The complex development project “On the Hills of Tsarskoye Selo” encompasses the construction of major residential areas as well as commercial and socio-cultural buildings on land with an overall area of 316 hectares.
During the time of Catherine The Second these lands were built up as model villages and served as the ceremonial entrance to the czar's residences. It was then that the place began to be called "the Hills of Tsarskoye Selo".
Location
One of the main advantages of the project is its location. The land to be developed is located in the southeastern part of St. Petersburg at the entrance to the city of Pushkin. Thanks to its favorable location, the project offers the ideal combination of the comfort of urban living in new area of Saint Petersburg with the advantages of suburban environment.
The project land is characterized by easy transport accessibility.
* Automobile access runs through Moskovskij Prospect and the Pulkovskoye and Peterburgskoye highways, and there are convenient exits onto the Kievskoye and Moskovskoye highways and the ring road. The distance from the project land to Moskovskaya and Kupchino, the nearest metro stations, is 8 kilometers. The area is served by municipal and commercial buses, with a frequency of 5-10 minutes.
* The city's primary airport, Pulkovo, is located 6 kilometers away and serves both domestic and international airlines.
* Along the southeastern border of the project area there is the Varshavskoye branch of the Oktyabrskaya railroad, on which suburban electric trains go from Baltijskij rail station in St. Petersburg. Transit time from Baltijskij rail station to Aleksandrovskaya, the closest station to the project area, is 25 minutes.
* The roadway development plan for St. Petersburg foresees the construction of a new wide thoroughfare (Yuznaya ulitsa), which will unite Kievskoye, Peterburgskoye and ultimately Moskovskoye highways with the Metallostroj district, thus significantly boosting the transport accessibility and desirability of the project area.
The residents of the future neighborhood will have the possibility to work in the central part of St. Petersburg as well as near their homes, thanks to the actively developing industrial-business zones Sushary-2 and Sushary-3, which have a combined area of 2,500 hectares and host factories for Toyota and General Motors, other industrial enterprises, logistical centers, trade zones and business centers.
The project's location means wonderful opportunities for family relaxation. Several minutes away by car there is the town of Pushkin, formerly Tsarskoye Selo, the brightest link in the golden chain of imperial residences in the St. Petersburg area. The visitors can enjoy the world-famous palace and park complex, the pearl of which is the Catherine Palace with the amber room, the Alexander Palace and the regular and landscape parks built by the great architects. The town of Pavlovsk, adjacent to Pushkin, is the former imperial residence of Paul I, and also invites visitors to its spectacular palaces and parks. Half an hour away by car near the Gulf of Finland Petrodvorets is located, the naval residence of the Russian emperors and the northern Versailles with a unique fountain arrangement. Those who love more active relaxation can travel 15 kilometers from the project area to the modern sport complex Tuutari Park, which has an area of 50 hectares with six lighted routes for downhill skiing of lengths from 400 to 600 meters and height differentials from 60 to 80 meters, equipped with children's lifts and rope tows, and offers a complete assortment of winter and summer activities: snowboarding, downhill and cross-country skiing, figure skating, snowmobiling, biking, paragliding, horseback riding, and mountain boarding.
Additionally, the project area is located at an elevation of 42-57 meters above sea level, which offers additional climatic advantages.
Project
The project calls for the development of two privately-owned plots of land. According to the Master Plan of Saint-Petersburg city the area of 203.4 hectares, land plot No. 21 has been designated for low-rise multi-dwelling development.
Pursuant to the law "Rules for land use and development in St. Petersburg," # 29-10 dated February, the 16th, 2009 maximum height limits for project buildings and edifices were enacted at 18 meters. The volume of residential and commercial construction is 2,500,000 square meters.
A zone along Peterburgskoye highway with an area of 31 hectares has been designated for commercial construction such as business centers, supermarkets, and retail and entertainment complexes aimed at the residents of the developing area, the residents of the cities of Pushkin and Pavlovsk and the flow of tourists which is 3.5 million per year.
According to the Master Plan of Saint-Petersburg city the area of 112.7 hectares, land plot No. 23 has been designated for mid-rise and high-rise multi-dwelling construction.
Pursuant to the law “Rules for land use and development in St. Petersburg," # 29-10 dated February, the 16th, 2009 maximum height limits for project buildings and edifices were enacted at 48 meters with dominant features at 60 meters. The volume of different construction objects is 2,500,000 square meters
To the western border of the land plot the area of the future international exhibition and congress center adjoins which is being designed by “Gazprom” structures. To create the unified business space, public and business zone with an area of 26 hectares has been allocated, which will include shopping and entertainment malls, business complexes, two hotels, two movie multiplexes, apartment hotels, restaurants, conference halls, a family recreation zone and a spa zone.
On the area which is adjacent to the Pulkovskoye water reservoir it is planned to locate an Orthodox cathedral with facilities for worship and church ceremonies.
The project is being worked out taking into account the modern approaches towards the design and construction of residential and public buildings. The residential buildings are grouped into independent blocks with cozy green courtyards. Each block will be managed by its own homeowners association. The road traffic scheme has been designed which provides high traffic capacity and convenient approaches to shopping malls. Innovative technologies and materials will be used in the construction process. A plan for utility facilities maintenance is being worked out for the project, as well as effective monitoring of utilities payment with the ability to turn off services to debtors.
The project will be implemented on a stage-by-stage basis.
The first stage of construction involves the complex of 10 residential blocks with a total area of 196,000 square meters and a business center building with an area of 9,100 square meters. The construction has begun in June of 2010. The first stage will also include the construction of kindergarten with a capacity of 140 and with a swimming pool. For each children’s age group there will be an independent block with a separate entrance and individual play area. The design of the first residential building of the first stage with a total area of 9,300 square meters has been completed. The construction is planned for the autumn of 2010.
The working design of engineering infrastructure of the first stage of construction, which included streets #1, #3, #4 and 3d Pyatiletki and the working design of city combined sewage collector have been completed and approved. The positive findings of GAU “Center of state expertise” have been received. All works have been done taking into account the future development of the whole project area. The design of the utility facilities has been carried out to international standards. Utility facilities will be located outside the traffic parts of the roads, which will significantly ease maintenance and usage.
The development of quarter No. 1 with an area of 11 hectares will be the next stage of project implementation for which the space plan of the quater has already been designed.
